INTOCC before it was born was the vision for a few years of Mr. Jose Leonett who is the Founder of the Guatemalan Observatory of Computer Crimes - OGDI and Mr. Salvador Samper Ceo & Founder of the Spanish Observatory of Computer Crimes -OEDI who decided to give it the name of International Observatory of Computer Crime - INTOCC bringing together all the countries with the same purpose, as well as many other approaches for the study, analysis and prevention of cybercrime worldwide. In November 2019, Mr. Salvador Samper traveled to San Francisco in the United States of America and presented the INTOCC project personally to Dr. Choi and other members of the Center for Research on Cybercrime and Cybersecurity at Boston University, which was seen as an exciting project and decided to give him support from the USA. After that exciting trip where Mr. Salvador Samper had the pleasure to meet Mr. Luciano Monchiero from the Argentinean Foundation for the Development of Criminology, Forensic Sciences and Cybercrime where they traveled to Colombia and integrated Mr. Samper. Arturo Arango of the National Observatory of Homicides of Mexico - CRIMIPOL, who together with Mr. Mike Toro, Director of the Center of Innovation and Science of Police - POLIS Colombia and Mr. Victor Rico Macias, Ceo & Founder of the Colombian Observatory of Computer Crimes -OCDIN are the founding team of this great project.
