ILCD in a new NGO, that was based in the deep experience of the founders, that aims to identify local problems, contribute with studies, ideas, to resolve them and to develop these capacities in coherence country`s development.As a country developing the framework of the Stabilisation and Association Agreement, the ILCD aims to make the citizens understand the importance of the issue, that this is not just an ad hock process, where only local politicians are responsible, but a whole country joining different cultures opening to a new way of thinking and behaviour.
